Job Title: HR & Payroll Manager

Position Overview:
We are looking for a dedicated and detail-oriented HR & Payroll Manager to lead a small team of six, while also being hands-on with payroll processing and providing administrative support for human resources functions. This position requires a professional who is familiar with California labor laws, union environments, and prevailing wage projects, with the ability to manage a high-volume payroll process using Foundation Software and its associated tools like P4C. The ideal candidate has a strong foundation in payroll, HR management, and compliance, with excellent organizational and leadership skills to mentor the team and ensure smooth operations.

Key Responsibilities:

  1. Payroll Processing:

    • Oversee and process weekly payroll for 300+ field and crew employees, ensuring accuracy and timeliness.
    • Utilize Foundation Software and the P4C plug-in for payroll processing while maintaining integration with the general ledger.
    • Ensure compliance with union agreements, prevailing wage requirements, and state and federal laws.
  2. HR Leadership & Team Management:

    • Supervise, mentor, and coach a team of six to achieve departmental and organizational goals.
    • Promote accountability and build a structured, collaborative, and high-performing HR team.
    • Manage employee relations issues and ensure consistent application of HR policies and procedures.
  3. California Employment Law & Compliance:

    • Keep the company compliant with California labor laws, collective bargaining agreements, and workplace regulations.
    • Oversee and participate in workers' compensation claims, audits, and insurance processes.
    • Regularly update the company's HR handbook to reflect current laws and regulations.
  4. Hiring & Onboarding:

    • Review applicants and coordinate hiring processes to attract top talent.
    • Oversee employee onboarding and maintain up-to-date and accurate employee records.
    • Support offboarding processes to ensure smooth employee exits.
  5. Employee Relations & Communication:

    • Develop and distribute quarterly communications to keep employees updated and engaged.
    • Foster a positive and productive work environment through employee engagement initiatives and consistent communication.
  6. Administrative & Operational Oversight:

    • Manage building operational procedures and processes.
    • Assist with insurance audits and collaborate with internal teams to provide necessary documentation.
    • Ensure adherence to company policies and operational standards.
  7. HR Programs & Initiatives:

    • Assist with annual updates to the HR handbook and implement policy changes as needed.
    • Support ongoing workforce management initiatives, such as hiring, onboarding, performance reviews, and retention strategies.

Qualifications & Skills:

  • Proven experience in payroll processing, with the ability to quickly adapt to Foundation Software (or similar) and tools like P4C plug-in.
  • Strong understanding of union-based environments and prevailing wage requirements.
  • Solid knowledge of California labor laws, employment practices, and compliance standards.
  • Experience managing workers' compensation claims, insurance audits, and related processes.
  • Hands-on HR experience, including recruitment, onboarding, and performance management.
  • Strong leadership and mentoring skills; ability to hold team members accountable while fostering a supportive and collaborative environment.
  • Excellent organizational skills and attention to detail.
  • Strong communication skills, with the ability to create and distribute regular employee updates and policy changes.

Preferred Experience:

  • Proven experience managing weekly payroll for a high-volume workforce.
  • Background in HR leadership, managing small teams, and handling both office and field employees.
